<p>In at least 14 member states PES member parties will organise activities, events and meeting on the same issue and in the same time (click <a href="/files/u1/EDA-Overview-PES_Day_Action_09-05-09-GENERAL.pdf" target="_blank">here</a> to consult the list of the events or check the googlemap).</div>
<div style="text-align: left">More than 30 events are planned all over Europe, among which a flagship event that will take place in Athens, where speakers will include PES President Poul Nyrup Rasmussen and the President of PASOK and the Socialist International George Papandreou.</div>
<div style="text-align: left">&#8220;A new social Europe - Giving people a fairer deal&#8221; is not the first PES European Day of Action. On March 8th, we held our first EDA to celebrate International Women&#8217;s Day, when large numbers of activists and member parties were mobilised for meetings, debates, rallies and campaigning over the weekend, with great success (<a href="http://elections2009.pes.org/en/posts/european-day-action-final-review">check the campaign website to read the report and see the pictures</a>), one we plan to match this Saturday.</p>

<div>The PES election campaign is OFFICIALLY underway! Last Friday, in the Halle aux Grains in Toulouse, the PES launched its electoral campaign in spectacular fashion. Amongst those present there were PES party leaders, heads-of-list, MEPs and candidates from across Europe, including Poul Nyrup Rasmussen, Martine Aubry, Zita Gurmai, Martin Schulz, George Papandreou, Juan Fernando López Aguilar and many others, all of whom stepped up to the podium to give their message to voters, explaining why the PES is the ONLY political family with the plan to take Europe in a new direction.</p>
<p>But if the event went so well, it&#8217;s also thanks to the fantastic energy and enthusiasm of the activists who came in Toulouse to support the campaign launch, mostly coming from France, Catalunya and Spain. What a great atmosphere, both off and on line! With around 1,900 actively participating in the event in Toulouse, over 500 more were following the live coverage available on <a href="http://elections2009.pes.org/en/posts/follow-live-coverage-pes-campaign-launch">elections2009.pes.org</a>, commenting the PES live blog and watching the video streaming!</p>

The PES Group in the EP are about to hold an evening roundtable discussion on gender equality to mark International Women’s Day. The event features an impressive panel of progressive European politicians and women’s rights campaigners, including PES Women President Zita Gurmai. The guest of honour is the Iranian human rights campaigner Shirin Ebadi, who was awarded the Nobel Peace Prize in 2003.<br />
Suspended above the room, a large deck of interpreters are preparing to translate the discussions into almost a dozen languages – evidence of the range of nationalities represented; women’s groups from a number of member states have been invited, and almost fill the large chamber where the meeting is being held.</p>

<p>As the speakers take their places on the platform, the Babel of tongues dies down, headphones are switched on and the moderator, Socialist MEP Lissy Gröner, coordinator of the PES Group on the Women’s Rights Committee, welcomes everyone to the event. She hands over to the Chair of the PES Group, Martin Schulz, who launches into a powerful attack on gender inequalities, branding the gender pay gap “a scandal” and “unacceptable”, adding “it is not just a social injustice; it’s a disgrace!” He goes on to stress that the economic crisis hits women hardest. Barbara Dührkop, Vice-President of the PES Group, then speaks, describing the struggle for women’s rights as a “long journey, with lots still to do”, and defines 50:50 gender parity as “the goal of that journey”.<br />
Shirin Ebadi delivers her intervention in Farsi, in a measured, authoritative, wholly matter-of-fact style that commands great authority over those listening. She begins by stressing that the campaign for gender equality is a long-term project, wryly observing that “There are times when I think that ‘democracy’ and ‘equality’ have been made for men and that only if there is any left over once they have been given to them is it ok to give them to women.”<br />
“I come from the Middle East. The Islamic Middle East. In some countries women are not just denied the same rights as men, but they are not even considered as human beings.” Ebadi goes on to note that in Iran, despite the fact that women make up 65% of university students, as well as a large number of engineers, doctors and senior civil servants, a woman has half the legal value of a man.<br />
But she also gives cause for optimism, explaining that the Iranians are a highly educated people who oppose much of the institutionalised discrimination imposed on them. The equality movement is strong, Ebadi says, and includes men. That it has no leader, no formal structure, is an advantage: “There is a branch in the house of every Iranian who believes in equality of rights.  It is an indestructible movement which has infiltrated the masses. […] Whenever they arrest a woman, a dozen take over.” Ebadi ends her inspiring intervention with great force, describing herself as “determined to achieve gender equality at any price”, and receives a prolonged ovation from the audience.<br />
Gröner thanks Ebadi, describing her as “A voice for those who cannot be heard”, and hands over to Zita Gurmai, who delivers a passionate intervention in which she builds on the comments of previous speakers. She pays tribute to Ebadi and points out that women must not forget how easy it is to lose hard-won rights.<br />
The floor is then given to Vladimír Špidla, European Commissioner for Employment, Social Affairs and Equal Opportunities, who moves the debate onto the issue of women’s political representation, a topic which is echoed by Beatrice Achaleke, Director of the International Centre for Black Women’s Perspectives, who echoes the statistics quoted by Špidla by showing a slideshow of photos of Europe’s ministerial cabinets and leaders summits. The lack of women leaders is all too plain to see. The last two to speak are Vera Claes, President of the Federal Institute for Equality in Belgium and Michaela Mihai, President of the Arts Trade Union in Romania. Both added useful national perspectives to the debate, with Claes telling of effectiveness of the quota system in Belgian politics.<br />
The discussion is peppered with audience interventions; an Iranian man speaks of Ebadi as “the pride of Iran” and Myria Vassiliadou, Secretary General of the European Women’s Lobby (which is behind the 50:50 campaign “No Modern European Democracy without Gender Equality”), urges those present to sign the 50:50 petition.<br />
Lissy Gröner gives the final word to Zita Gurmai, who slams the conservative President of the European Parliament, Hans-Gert Pöttering, for refusing to sign the petition. Gurmai makes it clear that equality is impossible without parity in politics, as women leaders represent role models whose impact creates a ‘spill over’ effect felt throughout society. She sums up the event with the force of a tornado, slating the Right for failing to support women’s rights and hailing the PES manifesto for its proactive measures on gender equality, and is met with a warm applause from the audience.<br />
The conclusions of the discussion are clear – women’s rights have come a long way since the first International Women’s Day 90 years ago, but there is still a lot to do, and real effort is needed at all levels to sustain the momentum of the gender equality movement. This makes political parity an essential first step, so with the European elections less than three months away, what are we waiting for?<br />

<p>Anna Diamantopoulou, Greek Socialist spokesperson on Education and former European Commissioner for Social Affairs, said “There can be no discussion on childcare targets, other than on the issue of extending them further for society’s benefit. Conservatives might try to undermine them but we must not allow them to succeed.”</p>
<p>“Childcare targets are a crucial step towards equal opportunities, fairness, redistribution, and equality” said Diamantopoulou. “They are about improving the lives of children and their parents. Any attempt to diminish them, too expensive, too ineffective, or under any other pretext, is an affront to families and children.”</p>
<p>Jan O&#8217;Sullivan, Irish Labour Party Spokesperson on Health and Children said “Any threat to a progressive childcare policy, either at national level or at European level, such as that posed by the Czech Presidency, must be resisted. Rather than scrapping targets, the EU should be providing support to those countries who, for whatever reason, may find the targets particularly challenging.”</p>
<p>The Belgian Socialist Party also announced that it would strongly oppose anything which reduced member state efforts to improve childcare. The PS underlined the importance of childcare for the development of children as well as the life/work balance of parents. The PS want not only to maintain the existing targets but develop a European strategy for better family policies.<br />
The Irish Labour Party said that “We believe in the principle of providing childcare facilities established and run directly by the state, or other non-profit entities, and that the pre-school childcare should be state-subsidised.”</p>

<p>Childcare is a 21st century public service - it gives children a great start to their education and learning to live and play with other children, and it frees to look for paid work, it creates work, it brings together the community.</p>
<p>In 2007 the Party of European Socialists ran a campaign to encourage governments to fulfil their commitment to EU targets for childcare places (targets set in 2001 to provide childcare places for 30 per cent of 0-3 year olds and 90 per cent of children 3-school age by 2010). Childcare features in the PES principles for a New Social Europe.</p>
<p>So the PES is furious that the conservative Czech Presidency are asking whether the EU should ditch its childcare targets.</p>
<p>PES Women Executive issued a statement saying they &#8220;strongly oppose any watering down of the EU childcare targets.&#8221;</p>
<p>The issue is due to be raised at an informal meeting of EU family ministers on February 5 in Prague.</p>
<p>A Czech Presidency discussion proposes to open a debate about the &#8220;relevance&#8221; of paper EU childcare targets and contains no mention of the possibility of actually stepping up efforts to increase or improve childcare services.</p>
<p>Zita Gurmai, President of PES Women said &#8220;The EU should be looking at how it to help increase the quantity and quality of childcare, not trying to ditch targets just because some member states are failing to achieve their commitments.&#8221;</p>
<p>PES President Poul Nyrup Rasmussen said &#8220;At the start of the Czech Presidency the President of the Czech Republic wrote that the EU should be cutting social and environmental standards. Now we see the Czech Presidency are trying to put that into practice. It is unbelievable that the Czech conservatives want Europe to cut childcare when people are already suffering job and pension cuts. I challenge the European conservatives - the EPP - to say where they stand. Do they want to force mothers back to the home or force even more working parents to pay for private childcare?&#8221;</p>

<p>The PES – and more recently also the European Parliament – has made a clear demand for new regulation to cover all financial players including hedge funds. In response the European Commission has launched a ‘<a href="http://ec.europa.eu/internal_market/consultations/2008/hedge_funds_en.htm">consultation</a>’  on regulation for hedge funds. It is not what we asked for but it is a step in the right direction. Now we have to make sure that the European Commission stays on the right direction. Despite assurances from the European Commission that they will regulate, we know that the Commissioner responsible would prefer not to regulate. So we in the PES think it is important for all people and organisations who have been arguing for better regulation of hedge funds to make their voice heard in this consultation. We don’t want the consultation to be drowned in industry claims that they don’t need regulation!</p>
<p>But time is short: the consultation finishes at the end of January. The PES is preparing a substantial response which we will publish as soon as possible on our website. I strongly encourage trade unions, think tanks, NGOs, member parties and all concerned individuals to make their own contribution. As the consultation is confidential we make you a special offer: to publish on our website your contribution if you want it to be made public.</p>

<p>You might be interested to know that working with my friends in the Danish Social Democratic Party we persuaded the Danish Parliament to back with a large majority 35 proposals to strengthen European financial legislation. Among the proposals is a harmonized European system – but operated nationally - to register hedge funds and private equity. In exchange for registration – with information such as identity of fund manager, financial statements, remuneration of members of board and executive management, names and domiciles of funds to which they are affiliated – they would have the right to operate in all EU member states. This offers a single market for the so-called ‘alternative investment funds’ and brings in basic standards of transparency. It was what I proposed in my report to the European Parliament but this idea was rejected by the conservatives (they talk so much about extending the single market but when it comes to doing it in practice with fair rules they get all nervous).</p>

<p>“Are we at the end? Is it over?”. I am asking the most capable people in the supervisory institutions. I am of course talking about the financial crisis. One such looked at me and answered; “no it is not over, may be we are half way”. And then he told about the debt packages, the speculation, the fee structures, the irresponsible behaviour of the American financial markets. There is much more out there.</p>
<p>The highly leveraged corporate lending is among the next unsecured credit problems to be tackled. This is due to incredible debts that Private Equity managers have put on the companies they have bought in the past 5 or so years. All these companies are trying now to recapitalize their loans. But are running now into default because they can’t get new loans, or can’t afford them!</p>
<p>So, if anyone needed proof, Hedge Funds and Private Equity Leverage Buy Out are the part of the credit crunch financial crisis.</p>
<p>That is why a new regulation in Europe and US must cover all financial players – Banks, credit rating agencies, Insurance companies, pension funds - including Hedge Funds and Private Equity which until now have been outside normal regulation.</p>
<p>That was the first paragraph in my report to the European Parliament on regulation for the Financial Markets. I am pleased to see that American progressives are on the same track. Now, it is about implementation. We are not at the end. But we need to regulate now. This ultra free market financial  world can not be allowed to create new crises for ordinary people – not in the US, not in Europe, not anywhere the world.</p>

<p>Of course, it is your fundamental right to be a member of a trade union. We in Europe regard this as a natural thing. This is not the case in the US.</p>
<p>It is possible now that American workers will get the same trade union rights as European workers. For many years the conservatives and big  economic powers in the American economy have prevented  workers from enjoying that fundamental freedom.</p>
<p>And the effects are illustrated by hard fact. Inequalities have never been bigger. The average income of the richest five percent in the US is 22,000 times an industrial workers yearly income. Every ten minutes one of these guys earns the yearly income of an American worker.</p>
<p>The American Trade Union confederation AFL CIO looks forward to a change. I am bringing a “Employee Free Choice Act, Now!” badge back home with me. This is one of the most important reforms for American workers. Will they succeed? It is not going to be easy, but with Obama it is within reach.</p>
<p>I will join those saying about this reform: ”Yes, we can!”.</p>

<p>I have a message to all governments in Europe. If China can do it, we can do it in Europe too. This crisis is not a law of nature. We can and must intervene.</p>
